Who We Are
Kirk Adams
Founding Partner
Kirk Adams is a fourth-generation Arizonan and founder of Consilium Consulting. In 2008, he was elected as the youngest Speaker of the House in Arizona, eventually going on to serve as Governor Doug Ducey’s Chief of Staff from 2014 to 2018. In his time as Chief of Staff, Kirk served as the principal adviser and implementer of the Governor’s political, policy, and government operations agenda.
Lauren Bouton
Chief of Staff
Lauren Bouton joined the Consilium Consulting team in 2021. After graduating college from the University of Arizona, Lauren worked in Washington, DC for six years where she worked in external affairs and as a federal affairs manager for the Charles Koch Institute, Facebook, and the R Street Institute. After moving back to Arizona, Lauren served as the Director of Stakeholder Engagement for Governor Doug Ducey, leading key policy initiatives for the state. She is now a Senior Director for the Consilium team.
Christina Corieri
Senior Director
Christina Corieri joined the Consilium Consulting team in November of 2022. She brings years of expertise in policy with a focus on healthcare and human services. Christina has a B.S. in political science and a B.A. in history from Arizona State University and a law degree from ASU’s Sandra Day O’Connor College of law. Christina worked as a policy analyst at the Goldwater Institute where she developed the policy for Right To Try and later served as Chief of Staff for Phoenix Councilman Sal DiCiccio. Christina worked in Governor Doug Ducey’s administration from 2015 to 2022, where she started as a policy advisor and moved up to senior advisor as one of the most critical members of the team.
Sam Richard
President, Legislative Affairs
Sam Richard joined the team in January of 2023. He brings fifteen years of legislative, political, and regulatory compliance experience to his role at Consilium Consulting. Sam has significant recent experience in the cannabis industry, where among other key leadership roles, he served as Executive Director of the Arizona Dispensaries Association during the launch, successful passage, and implementation of Proposition 207 (Smart & Safe Arizona). Sam is a Flinn-Brown Fellow, a proud alumnus of Arizona State University, and an Eagle Scout.
Brett Galley
Director
Brett served dual roles for the Arizona Commerce Authority (ACA) as the Director of Legislative Affairs and as a Vice President on the ACA Business Development Team. During his time at the ACA, Brett oversaw policy development, led strategic partnerships, and worked to implement key statewide initiatives designed to strengthen Arizona’s economy with a focus on policy solutions, business development, and job creation. Prior to his time at the ACA, Brett worked in Governor Ducey’s Administration as a Policy Advisor and Project Manager. Brett graduated from Arizona State University in 2016 and has served in various roles across Arizona State Government for the past eight years.
Cylee Gutting
Senior Director
Cylee Gutting joined the Consilium Consulting team in 2024 building upon his role as vice president of the public affairs team at Camelback Strategy Group. He has extensive experience in public affairs and strategic advocacy from working with Greater Phoenix Leadership and the Arizona Chamber of Commerce & Industry. In these roles, he coordinated public policy, political advocacy, community partnerships, and events. He has a passion for community, having served on advisory boards for various organizations including Arizona Talks Foundation and Center for the Future of Arizona. He’s a graduate of the Valley Leadership Institute and studied political science at Arizona State University.
Trista Guzman Glover
Executive Operations Coordinator
Trista Guzman Glover joined the Consilium Consulting team in September 2023. Trista spent nearly 11 years in the Arizona Governor’s Office, serving two gubernatorial administrations in various roles, including Director of Boards and Commissions, Policy Advisor for Regulatory Affairs and Director of Constituent Services. Trista is an Arizona native and graduated with a Bachelor of Science in Political Science and a Master of Public Administration from Arizona State University.
